Which to choose, without hedging
Take Localo if your profile is incomplete, if you do not know where you rank on the map, or if you want to publish posts regularly. Reply does none of that and will not.
Take Reply if your profile is fine and the real backlog is on the replies side. That is the most common case for businesses receiving more than ten reviews a month.
Take both if the budget allows: they do not conflict as long as only one answers reviews.
Where the comparison becomes misleading
Both products tick the "review replies" box, and that box does not mean the same thing on each side. In an SEO tool, replying means having somewhere to write, possibly with writing assistance. In Reply it means positive reviews are handled without you and the rest arrive on your phone with the text already written.
