A three seat minimum is a clear answer

An agency platform is built around a portfolio: several client accounts, access to delegate, reports to send to somebody else. All of that is useful, and all of it assumes you bill this work to a third party.

A shop owner has nothing to bill anyone and no portfolio. They have a Google profile and a time problem. Reply is sold for one profile, with no minimum, and cancels without notifying anybody.

If you actually are an agency

Reply has no white labelling, no client accounts, no delegated billing, and will not: that would be a different product. An agency wanting to resell review management under its own brand is right to look at Grade.us.

The five business plan exists for an owner who owns five locations, not for a provider running five for other people.
